Dr. Horowitz views his work as an extension of himself, and above all he is committed to the highest standards of patient care. In addition to being fully trained in both general and plastic surgery, and board certified, Dr. Horowitz has completed a formal one-year fellowship completely devoted to cosmetic surgery. During his training in New York City, he learned the most advanced techniques from some of the most accomplished cosmetic surgeons in the world. Rigorous academic study and extensive fellowship training with top national experts ensures that his patients have a relaxed and positive experience throughout.
Raised within a family of physicians and artists, Dr. Jeff’s rigorous surgical training is complemented by his passion for the visual arts. This is to say, his natural affinity for the arts led him to pursue formal training in painting and sculpture in Provence, France. In fact, Dr. Horowitz’s second major in college was the Visual Arts, culminating in an exhibition of his work exploring the effect of light on skin. Today, Dr. Horowitz integrates all of these components into his practice, and his patients experience dramatic and rewarding results.

One Size Does Not Fit All…
In his office of Plastic Surgery in Bel Air, Maryland, Dr. Horowitz provides excellent care to patients throughout the Baltimore area. His training and focus set the stage for a dynamic professional relationship with each plastic surgery and non-surgical patient. But it is Dr. Jeff’s care for each patient, his passion for each person’s unique concerns and his commitment to their ‘whole person’ that seeds the trust and partnership that set him apart, not just being board certified.
In our office, the “one size fits all” approach to cosmetic surgery does not exist. Dr. Horowitz endeavors to understand each patient’s desires. Then, with the patient’s input, the right treatment plan is designed and pursued.

Whether you have any questions or concerns, or just need a hand to hold, it’s not unusual for our patients to receive a phone call from Michele over the weekend or after hours “just checking in.”

Nikki has worked in the medical field since graduating from Medix in 2001. She is a beauty expert and understands our patients’ needs.
When not busy at the office or working as a skin care consultant for Mary Kay, Nikki enjoys playing sports and spending time with her family, including her three kids.
Licensed Medical Aesthetician
Ashley is fully trained in advanced skincare, make-up artistry and aesthetic massage therapy. She works one-on-one with our patients to help them develop a long-term skin care regimen that will produce safe, healthy, lasting results.
Whether you are 25 or 75, Ashley will be able to evaluate your skin and customize a treatment plan to meet your specific needs.
Robin Anderson is the Director of the Massage Therapy Education program at CCBC and is the President of the prestigious Massage Therapy Foundation. Robin provides both massage therapy services and performs lymphatic drainage sessions which allows our patients to achieve their post-op results more quickly and with less discomfort.
She is is Board Certified by the National Certification Board for Therapeutic Massage and Bodywork, and holds Specialty Certifications in Orthopedic Techniques, Ergonomics Assessment and Manual Lymphatic Drainage.
Her research has been published in the International Journal of Therapeutic Massage and Bodywork as well as in the trade publication Massage Today.
Robin performs lymphatic drainage therapy which allows our patients to experience less postoperative swelling and to achieve optimal results more quickly and with less discomfort.

Is Cosmetic Surgery Safe?
Patient safety is out number one priority. If you don’t have any major heart or lung problems, general anesthesia is probably safe. To be certain that you will not experience any complications from your surgery, every patient gets medical clearance prior to any procedure involving general anesthesia.
Does it Hurt?
If safety is our number one priority, patient comfort is a close second. From prescription strength topical numbing cream and vibration therapy to make injectable procedures more comfortable, to our use of Exparel long-acting local anesthetic for surgical procedures, we call out all the stops to make sure your experience with us is as pain-free as possible.
Am I too old to get Cosmetic Surgery?
Hardly ever! It’s not about your age, but about two things: Are you healthy enough to undergo general anesthesia and is your area of concern something that can be addressed safely and effectively? By the way, these are the two questions that I ask of every patient, regardless of age.
If you are thinking about cosmetic surgery but thought you might be too old, think again. A recent study presented at our last national meeting showed that patients over 65 can undergo cosmetic surgery safely and with complication rates that are similar to younger patients.
In our practice, we don’t think in terms of age. Having said that, safety is always our highest priority and all prospective patients undergo preoperative medical clearance. Furthermore, the modern approach to many of the procedures you may be contemplating (especially facial surgery) are less invasive than in years past. In fact, many procedures can be performed with local anesthesia alone or under light sedation.
What's the difference between a tummy tuck and liposuction?
A tummy tuck removes all the skin below the belly button and tightens the abdominal wall muscles. Liposuction removes subcutaneous fat using a thin canula and suction. No skin is removed and the muscles are not addressed. Commonly, tummy tucks are combined with liposuction to the abdomen, flanks and the back to improve the shape of your trunk circumferentially.

How much does Cosmetic Surgery Cost? Do you offer payment plans?
Pricing is very individualized for each patient so it is difficult to display our fees online. We strive to keep our prices competitive with other practices in the area. We keep things simple by quoting fees that are “all inclusive”, meaning all pre and post-op visits, anesthesia costs, facility fees, implants and garments are included.

How soon can I get back to my normal routine after surgery?
Showering – 2 days after surgery.
Driving – When you are no longer taking narcotic pain medicine, you can drive. How long this takes depends on the type of surgery you had and on individual factors.
Lifting/Exercise – If your surgery involved muscles (ie. tummy tucks and breast augmentation), you should avoid lifting more than 5 lbs. or vigorous exercise for 4 weeks. You can do light exericse (ie. jogging on a treadmill) after two weeks. If your surgery did not involve any muscles (ie. liposuction and breast reduction), heavy lifting and exercise can be resumed in 2 weeks.
